Shoes tell stories of the places they have travelled, the environmental conditions they have endured. They are intimately linked with the memories of the person who wears them.
In Norse mythology, the 3 Norns control and guide the fates of beings. Shoe laces can be seen as an extension of this idea, if there were no laces, shoes would lose their guidance.
A shoe with no laces, then, has lost it's fate, it has reached the end of it's life. New stories and experiences have ceased. Former memories remain but forever in a state of limbo.
